- For people of low income; or
- For women and children of women who have been emotionally, physically or sexually abused or traumatized; or
- For victims of disaster; or
- For persons with disabilities; or
- To preserve the community's heritage; or
- To otherwise benefit the community or persons who are disadvantaged.
